Abstract
The purpose of this research is to determine the perceptions of administrators and teachers working in primary and secondary schools regarding strategic planning, to reveal the problems they encounter in strategic plan implementation and to offer solution suggestions. When the literature was scanned, it was seen that there were limited studies examining the problems experienced in terms of primary education strategic plan development and strategic management practices. For this reason, it can be said that this research will fill a certain gap in the literature.

many people and their demographic characteristics. In this descriptive research, a "survey" or "screening" model will be used to determine the current situation. Survey models are research methods that aim to describe a past or present situation as it exists (Karasar, 1994). Regarding the applicability of strategic planning in primary schools, it was thought that using this method would provide more comprehensive information, since the aim was to determine the opinions of primary school administrators and teachers in Izmir city center regarding the applicability of Strategic Planning in primary schools. The sample of the research consists of a total of 119 teachers, 31 of whom are women and 88 of whom are men, working in different branches in Izmir city center. "Perception of Strategic Planning in Schools" and "Evaluation of Strategic Planning Applications in Schools" scales were used as data collection tools in the research.
The findings of the research are that teachers do not have sufficient knowledge about strategic planning, managers have sufficient knowledge about strategic planning, teachers do not receive sufficient training about strategic planning, managers do not receive sufficient training about strategic planning, etc. findings have been reached. As a result of the research, teachers are willing and willing to participate in the strategic planning process, but they are not willing to take responsibility, which means that teachers are willing to take an active role but do not want to participate by stating that they do not have sufficient knowledge and time, etc. results have been achieved. It is necessary to understand that strategic planning is a team effort, it is a long-term process, it is necessary to keep communication channels open within the institution, it is necessary to be in constant communication with stakeholders as there will be resistance to change, etc. suggestions were made.
