Abstract

Ahkâm, the plural form of the term hüküm, refers to judgments or rulings. These judgments include the orders sent by the central administration of the Ottoman State to the administrative, judicial authorities with the relevant province, district, or sancak, instructing them to act in accordance with these decisions. These complaints could involve disputes between individuals or between individuals and administrative officials of the settlement. They could also pertain to requests from individuals or administrative and judicial officials concerning the administration of the Ottoman State. As the Ottoman State weakened in the 18th and 19th centuries, there was an increase in various problems among the local population and between the people and state officials. For issues that could not be resolved at the local level, recourse was often made to the central government, and these matters were reviewed and attempted to be resolved by the Divân-ı Hümayun. Since the judgments were issued by the highest decision-making body of the Ottoman State, they are binding and are significant for understanding the state's approach to events. In this context, the Diyarbekir Province has nine volumes of ahkâm registers. The study focuses on the complaints recorded in the first volume of the Diyarbekir Ahkâm Registers from the first half of the 18th century (1742-1754), which pertain to issues in the sancak of Hasankeyf and the villages, hamlets, and inhabited places under Hasankeyf Sancak. It includes the problems that were the subject of complaints and the opinions, rulings, and orders given by the central administration regarding these issues.
