Türkiye’de Kadına Şiddetin Değerlendirilmesi
Abstract
Violence against women has remained prevalent throughout the world and throughout human history. This type of violence occurs especially within the family and is among the important facts that disrupt the peace and unity of the family. Violence against women can include physical, emotional, sexual and economic characteristics. In this context, it is aimed to examine the policies of violence against women in Turkey. For this purpose, first of all, evaluations were made on violence and its types, then the concept of violence against women was explained and evaluations were made on violence against women in Turkey and in the world. Within the scope of the research, the law numbered 6284 on the protection of the family and the prevention of violence against women, the activities and reports of the Ministry of Family and Social Services, the studies and practices carried out by the General Directorate of Security within the Ministry of Interior were examined. In addition, in line with the reports published by the Turkish Statistical Institute, evaluations were made regarding women's employment, education level, distribution by gender and age groups, labor force participation rates, and feeling safe. As a result of the research, Law No. 6284, which is the legal basis of the Constitution of the Republic of Turkey, the international conventions to which it is a party and the Council of Europe convention, came into force in 2012, in order to prevent violence against women. Regions with low female employment participation rates TRC3 (Mardin, Batman, Şırnak, Siirt), TRC2 (Şanlıurfa, Diyarbakır), TR72 (Kayseri, Sivas, Yozgat), TRB2 (Van, Muş, Bitlis, Hakkari) and TRC1 (Gaziantep, Adıyaman, Kilis) regions. In terms of education level, it has been observed that the participation rate of women in education is lower than that of men, and as the level of education increases, the distribution of women within gender decreases. Women's feeling of self-confidence rate is lower than that of men. The works of the Ministry of Family and Social Services for the prevention of violence against women effective implementation of the legislation, raising social awareness and sensitivity, inter-sectoral cooperation and coordination, by Violence Prevention and Monitoring Center (ŞÖNİM) It is the evaluation of all aspects of violence. Violence prevention centers provide services within the scope of Law No. 6284 and work on a 24/7 basis. As a result of the practices developed and the measures taken, it was determined that there was a 39% decrease in violence against women in the first 4 months of 2018, compared to the same period of 2017. Ministry of Family and Social Services in order to prevent violence against women and take measures in this regard cooperation between other ministries, institutions and organizations and NGOs. It has been determined that the prepared laws and the practices made within this scope have significantly reduced the cases of violence against women.
